DVLA - alterations/mods have to be declared?

So I was browsing the DVLA website and spotted this nugget of info....

Legal obligations of drivers and keepers of vehicles
You must tell the DVLA if you:

* change your address and or name
* make any alterations to your vehicle
* sell your vehicle

Is it the same as insurance? (do you need to ring them up and declare alloy wheels? rear lights etc? or is it for massive chassis changes and engine rebuilds?
