DVLA change of address any way to avoid the fee?

As the title really, Im moving house in about a month and the DVLA I believe want £20 or so for the sake of my address changing and so they can update my driving license which is ridiculous

So is there any way to avoid that fee which is pure daylight robbery!

Well then the person that told me it cost £20 is gonna know about it!

I would have expected it to be free but I was told by someone at work it would cost. They must have got it confused with what it costs to update the photo part.

Still the cost of doing things like updating passports and driving licenses etc is not cheap!
