DVLA provisional license clarification

Hello,

It's my first post on the forum and hope I have got the correct category for this.

I applied for a provisional license in July first week and was asked to send over my passport (I'm not UK passport holder yet). But I then found out about their long processing times due to covid, so I didn't send them my passport. Three months later, I have moved house and I just checked my application status - "In Progress: Awaiting Application Return Form". Can I still send them passport or do I need to cancel my application and file a new one (what happens to the fee paid for initial application)?

Appreciate any help!
 
DVLA are archaic, you won't get anywhere with that application*. Call them up and cancel it while preparing your new application

* I don't work for DVLA but had the misfortune of dealing with them last year. I needed to swap my licence for a UK one and thought 8 months would be enough time... It wasn't
 
Thank you. I tried calling them several times but reach taped message about them being busy and then get disconnected! Never seen that happen ever with any other place (public or private), happy to hold but thats not an option.
