DVLA website down?

No, you don't have tax. You won't be able to phone them as I don't imagine they work weekends. You'll need to pop to the post office in the morning with your documents and buy one, because if you order it online the grace period doesn't exist so you'd have to wait for it to arrive.

His point about the 5-day grace period is correct though, you are still technically still unable to drive the car until the tax disk arrives through the post.

Have to be careful with the wording here :

If you use the electronic vehicle licensing service or tax by post at the end of the month, there’s now an exemption for not displaying a tax disc. This exemption covers the first five working days of the month to allow time for the new disc to arrive in the post. While you are still waiting for your tax disc you will need to display your current tax disc. The exemption only applies if applications are made before the current tax disc or SORN expires.

Key bit here is that you had to have made the application before the current tax disc expired. the OP has only made his application today after it expired so it doesn't apply.

On my lunch walk I was amazed at how many cars had a tax disc that ran out last month (although I'm aware most will have ordered a new one).

I was even more amazed to see a car with no tax disc, and a car with a red tax disc on display that ran out in July 2010. All parked on Guildford high street!
