I don't know much about dyno'ing or tuning, is there something wrong with the following? i.e. shouldn't it be smooth etc?

I would certainly expect it to look smoother than that, but then I guess its possible what youre used to seeing is just a smoothed curve as the overall shape looks ok for a turbo

Most dyno runs are smoothed by the software, there are different increments of smoothing. You'll find all dyno runs look like this before smoothing is applied.
 
Noise like that is expected, it's actually harder than you might think to gauge RPM of an engine or rollers that are accelerating at that rate, depending on the sensor type and the electronics watching it, you may be counting relatively few samples.

The RPM on your dashboard is usually smoothed too, won't really track reality in high dv/dt situations but quite ok as you close in on the limiter in the higher gears.

That looks to me like it could be a "power graph" generated by ECU data via software.

It does look to be ECU generated -> looks like Ecutek (Formally deltadash)
