Can anyone recommend a service used to send out bulk e-mails to a large database of contacts, for a weekly newsletter/marketing e-mails?

Mailchimp or Campaign Monitor.

Just be aware that both will require your data lists to be gathered properly and ethically, not bought / rented / Chamber of Commerce lists etc.
