E2180, IP35 O/C Problem

I’ve just got:
E2180
IP35
Geil 4GB (4x1)
I’d like to get this to 3Ghz, but am having loads of problems, after 4 hours of constant re-booting I’ve given in and raised this post!
According to the bios I can get it to boot at 3.2MHz (x8 x 400). However CPU-z shows this as stock (2000Mhz) and Windows Vista shows this as 4GHz?
Anyone know what’s going on?
I know it’s not very accurate but windows Base score is still 5.0 for the COU so I assume it’s running at stock...

Core Speed - 1396
Multiplier - 7
Bus speed - 199.5
Rated FSB - 798

i assume bus speed is the problem, but how come its set to 400 in the bios but its 200 when booted? (CPU-z)
 
Just got it to 3GHz, I know no one’s going to believe me but I’ve tried the same settings before and it wouldn’t even boot! Oh well I’ll run ORTHAS now and see if it’s stable
These settings seem OK?
Idle CPU ~28
CPU voltage 1.408 (is that too high?)

Right then, the BIOS does indicate an overclock of 3.2MHz but windows is booting and its 1.1! I’ve double checked and the predicted speed in the BIOS is 3.2 and when I boot...1.1 am I completely daft and missing something (the DDR is set to 800) Multiplier x10 and FSB 320
Someone please help!
