Cheers!!!

Put a load on the cpu and it'll go up to 1.8GHz, or disable speedstep in your BIOS totally for always on 100% speed. What motherboard do you have?

Ive got the same motherboard as you but im running a E6600. While idle it runs at 1600 MHz and when under load it will increase to 2400 MHz (stock speeds). For me the bus speed stays at the normal 266 MHz but the multiplier is lowered to *6.0 instead of 9.0 (will be different for a E4300).

It just a noraml feature of the board that can be disabled if you want
