E6300 Underclocking Itself

Hey,

Have had this E6300 for coming up to two years now. Noticed in BIOS that for some reason the multiplier had set itself to x6 (down from x7). Corrected that, but Coretemp is recording odd results: it says I'm back on x6 (1600.00Mhz) but will occasionally jump to x7 (1866.67Mhz) for a few seconds (only noticed it doing this when I opened up Firefox to write this post :P).

I thought I'd made sure to check for any settings on my 965P-DS3 which could regulate CPU usage automatically, but is there a specific option someone could remind me to disable to see if this is the problem? I'm assuming (hoping) that it just jumps back to stock speed during gaming or other such intensive programs, but will this actually be the case?

Thanks for the heads-up. That makes sense, but it still seems weird that on start-up my CPU is now read at 1.8 instead of 1.6 after changing it.
 
On startup it reads 1.8 because that it the speed of the chip. In Windows Speedstep kicks in and it drops to 1.6. Did you Google Intel Speedstep?
 
Yes I did. Sorry, I should've phrased my last post a bit better. I'm saying that when I noticed my CPU was being underclocked, it was also showing on start-up as 1.6ghz (until I corrected the multiplier back to normal). It just looked like something had changed all the way to BIOS level for that to happen. Did I miss something when I looked up Speedstep (I have to be honest I only had the chance to skim through the basics of it today)?.

What I was going to ask in my first post but didn't is if a CPU can possibly underclock itself due to age?
 
I really think their should be a sticky about speedstep and cool n quiet technologies, people are always asking.
