E6400 CPU Fan Racket

Bought a Core 2 Duo CPU (E6400 2.13) the other day and installed it no problems. The problem is I find that the fan that it comes with is really noisey...

I have heard the heatsink on these things are not too good either. Should I ditch it and get one of those there Zalaman ones?

BTW, the BIOS thing for adjusting the fan speed doesn't seem to make much difference.
 
Well, it seems to have gone quieter now, I have just checked with ATI Tool and it says that FAN1 is running at 1654 and FAN2 2280.

I am wondering that my PSU isn't enough. It is a 400W jobbie running a 4CoreDuo VSTA board with a 6400, two DVD drives, 2 80gb ATA drives, 1gb DDR RAM and an ATI X850Pro AGP.

Voltages say they are alright but it does give out very low resonating hum...

I read that an ATI X850Pro needs 450W.
 
I am now in a complete dither…

My PSU make a faint resonating hum and I am really wondering if the system is straining. The fan seems reasonable quite though.

I am getting a ATI X1950 next week and from what I have read I need at least a 450W supply. Should this help the fan run slower and quieter still along with getting rid of the resonating hum? I have watched the 12v rail and it is saying 11.34 which is just outside of the 5% tolerance (or should it be 10%). It also only get 16A on that rail.

I have been reading in PC Format that the bog standard coolers that come with Core 2 Duo E6400 are crap and that I should replace it with a Zalman or similar.
