e6600+speedstep question!

Just dropped in a e6600 and have a question about speedstep, had the same issue with the 6420 before it but thought niothiung of it. Basically in cpu z the multiplier stays at x6 giving me a clock speed of 2280mhz (380 bus), when i start stressing it in orthos it should rise to x8 (x9 now) and picks up the full overclock, however it stays at x6! Before now i thought nothing of it as my 6420 has been workin fine so i put it down to being cpu z.

Now i have been stressing the cpu to check temps and according to orthos it is at 3420mhz with a temp of 40 degrees (1.40v), on the intel stock cooler. I get the feeling cpu z isn't lying and that it is at 2280 mhz with 1.2v core. Vista and orthos both show 3420 mhz but I do not think it is stepping back up to the normal speed. Just a bit stumped as to why it isn't? Done a cmos reset of my mobo and get the same results. Either cpu z is telling the truth or this new thermal paste is the modern equivalent of jeesus. Any ideas?

Forgot to add, running x64 vista so intel tat and core temp also do not work!
 
Ok just turned speedstep off and cpu z showed my x9 multi, also temps were about 50 ish. Any ideas why it is not changing the multi back to normal when needed?
 
maybe try disabling speedstep to see if you get the same results?

it could be the version of cpu-z/orthos you're running in vista. Use Everest to *really* see your multi in real-time. The sidebar gadget reports mhz, multi, mem, and a wealth of temps and volts and updates them constantly.
