Is an E6850 likely to clock higher than a Q6600 given that it's only two cores and comes clocked higher at stock?

I'm still stuck in yesteryear though, thinking games and such are single-threaded...
Looking at something like Bio Shock though, it can take advantage of multiple cores, so I guess it's the Q6600.
