E7300 Temps not correct- CPU or mobo?

Sorry I've asked this before but didn't get an answer and really need to sort out an RMA either for CPU or MOBO.

New build for gf as follows :-

E7300 2.66Ghz
2GB OCZ 6400
Asus P5Q
7600GT

For some reason temps for the CPU are stuck at 60C in RealTemp, CoreTemp, Speedfan etc. No matter what I do it doesn't budge.

Is this a CPU or MOBO issue? Thanks!

Tried a/various different BIOS revision?
Checked what the BIOS is reporting temp to be?

Can you try the cpu in another motherboard.
My E8600 has (had) stuck sensors, tried on P31 & X38 and got the same readings.
Overclocked now to 4.4ghz and temps seem to move - have no idea why though
