E8400 clock keeps changing :S

Watching it in CPU-Z, the multi keeps switching between 6x and 9x, it goes upto 9x when the CPU's being used and then switches back down if it isn't.

I've not got any applications which could be doing this, is it something in the bios? :confused:

PS: Speedstep is disabled!
