I would look for other problems...E0 chips should do 4ghz no problem...I have had 3 week 20s and they are all pretty good clockers.

everything is auto except dram 2.1v. atm its stable at 3.8ghz with 1.33v in cpu-z, 49c load in realtemp; 9x421.

Mine is the same 3.8ghz sweet. I recently installed a TRUE hoping it would fix it. I have set it to 1.43v in the bios but left load line enabled. Seems to be ok for now, no BSOD. Thant extra 200mhz gives my crossfire a nice boost. !0% mostly in games. Makes all the difference... LoL....

Week 20 E8400, E8500 and E8600's get a lot of bad press but my E8500 wk20 does THIS on air.

It took quite a bit of tweaking to get this far, but my chip will actually boot into Vista @ 4.9GHz (extremely far from stable).

That's your problem, get the voltages set as low as possibly manually, they climb as you OC the FSB if on Auto and go higher than they should be.
