E8600 Overclock N00b Please help

Hi guys,

I've gone into bios and done 400x10 and it should be 4gig right?

It seems to be confirmed when I go into system settings

But when I go into CPUZ it says this for clock speed;

and somtimes it'll jump up to 3999mhz and go back down again

Again core temp does the same, one second it says 2400ish and one 4000, and one time x6 and one second x10

I am really confused!

Is it best to have speedstep on or not?

How do I disable it ? Just had a look around the bios!
