In that case, try 1709 first. Then keep going back versions until you find one which works - so 1803, 1709, 1703, 1607 and finally 1511.

I can only imagine that your method might take just as long as a clean reinstall. Plus with a reinstall you have the peace of mind from knowing your installation isn't temperamental or resistant to updates.

If you really don't want to reinstall, try these two commands in command prompt:
  1. sfc /scannow
  2. dism.exe /online /Cleanup-Image /StartComponentCleanup /ResetBase
These should help repair your current installation, hopefully to the point that you don't need to try multiple versions.
 
Try disk cleanup with admin and remove old operating system files. AFAIK you should be able to update from 1511 to latest version.

I kept getting errors updating from 1703 so...
 
Prepped up 2 PC's that had 1511 installed today, they both went off on Windows update to get 1709 first once that installed the picked the latest version up, didn't automatically jump to latest version.
