Easiest cms to make a theme for?

Not the most eloquent of title, but what I mean is, once you have made a HTML site, what's the easiest cms to use to incorporate the HTML?

I know how to alter wordpress themes, just changing the CSS, but have always struggled converting a HTML to a wordpress theme. is it worth sticking with it or should I try something else?

Wordpress would be difficult for this because there is a lot of php code nested within the html. Its also difficult to work out which files all the different parts of the template come from if you're not familiar with it.

I don't really know which cms would be best for making a basic html theme. By the nature of a cms, is going to need some other code (php or similar)
