Hi,
I raised case on ebay on a product i bought and it came broken ish. I emailed the seller that i will keep it but would like partial refund towards repair. So he agreed but now he msg me that because i raised a case ebay blocked his paypal so he cant send me refund and asking me to close the case so he can send me money.
I think hes bluffing. What now?

yep leave the case open and ignore all future emails until he comes back round to this partial refund offer. If not let the case run and go for the full refund...
 
The seller is quite right in that when a case is opened on ebay, funds from the sale are blocked and he can't manually send a partial refund through paypal. When you opened the case i think you had an option to ask for a partial refund and it was then up to the seller to accept the request through the resolution centre on ebay and he can issue the partial refund through ebay.
 
Even when a case is open, he has the ability to offer a partial or full refund afterwards as a way of resolving the case.

Closing the case will remove paypals involvement in it, essentially giving up your buyers protection.
 
Like all have mentioned above.. Do not close the case as that will make it look like its been resolved between you and the seller... I've had Partial refunds in the past when I've opened a case against a seller, no issues like the seller in your case is claiming
 
paypal is great for things like this and have always resolved things for me. The general rule is to always stay on official channels, the same applies on amazon etc. If you are ever buying or selling through a website keep all communication on the on site messaging service, never use external email or payment services as these cannot be monitored by the site in case of any dispute. Its good to always remember this whenever trading online no matter the site you are using. It is generally a huge warning sign when someone asks you to not use the sites tools in my experience.
