Ebay - "I received an item that wasn't as described" site won't load?

I bought a few books from a seller on Ebay and one of them turned up without the dust cover. I've tried a few times to go through from my order details > the item > contact seller > more actions > "I received an item that wasn't as described" which then wants to take me to https://returns.ebay.co.uk but this just hangs and never loads. I've tried on multiple machines across a few days but to no avail, and it seems the Ebay app doesn't have this option.

Any other way of getting to this option? It's only a few quid but I'm a bit miffed as the books were sold by a large seller and marked up as good condition. The cover of the book has nothing on it, lol...

Don't you have the "Return this item" button in your order history?

I do, but I don't want the faff/cost of returning it. I thought the 'not as described' option is more accurate

Yeah that's what hangs. Can you navigate to https://returns.ebay.co.uk as that's where it takes you (plus some additional bits on the url like item number etc.)?
