Ebay issue - Item faulty - He applied for no refund on ebay - Is he trying to scam?

Bought something on ebay and the guy sends it, it doesnt work, so I raised this with him he said yeah that's fine send item back ill give you a refund, i then tried to raise this through ebay but as he listed it as "no refunds" ebay won't let me do it.

Now I have to put trust in to the guy, he has a good feedback rating of 200 but only 11 of those are being a seller, what you think? I just dont like being stung in the neck and then going to ebay where they will be no help saying he put no refunds in his listing.
 
If it doesnt work i guess you have nothing to loose.

Tbh though i dont think they should be allowed to do no refunds on listings.
(unless they list the fault and say no refund because its sold as faulty obv.)
 
Im going to send it back on Monday, Iv just looked deeper in to the bay and I can open a case if he messes me around

Have to be careful these days :(
 
have you paid via paypal, open up a dispute via them first

Usually I do but in this case Paypal says at the bottom of the transaction, I can't see the option to open a dispute in paypal
