ebay item from the USA?

I won a Duke NCAA jersey from the USA a few weeks back and am now stuck in a Paypal dispute over the matter as i still have received nothing. The seller has given me a serial number, but this isn't trackable via USPS, so what good is that. I was just wondering what the likelihood is that the case will be resolved in my favour and that i will be fully reimbursed? Or am i just stumped?

Economy postage from America can be very slow. You should adopt a wait and see approach. If nothing comes after 6 weeks you should get onto paypal, as you are (supposedly) protected in the event of non-delivery of goods (you got the payment to him, now it's his turn to get your item to you)
