Does this cover eBay selling as well if you aren't a shop? Either way they were sold on July 31st and the buyer reported it on August 13th so just within 14 days.

Hmmm. Who buys something on ebay then dissapears without trying them on straight away? Doesn't ring true, unfortunately your best bet is still just to refund. Just don't be surprised if they have a lot more wear when they arrive.
The pitfalls of ebay unfortunately.
