eBay query - non paying bidder

Strange one. A bidder won at item I sold on 4th October. She has 100% positive feedback (82) but has still not paid.

I opened an unpaid case in eBay resolution center on 6th October. The case shows

Problem "The buyer hasn't paid for this item yet."
Status "Unpaid item case open - awaiting payment You can close this case now"

Now what? If you win an auction you normally have to pay for what you win, which I always have on ebay and real life auctions. Does this not apply to ebay?

eBay should really have a system that charges non paying bidders or closes their account permanently. Seems stupid to me someone can win something then dont have to pay if they don't want / change their mind. What's to stop me winning auctions of sellers I dont like?
