eBay question (yup...again)

Hey guys,

So I have listed a jacket and specifically opted out of international postage when listing it. (I simply cba with the hassle)

Now some guy from Japan with 1 feedback has gone and put a bid on it.

Simple question really. WTF?

Can he retract his bid? How is he even allowed to bid? If nobody else bids, will I be charged selling fees as per normal?

Did you just opt out of "ebay global shipping" (the service where you pay a local delivery fee and they then onward distribute globally for you) or did you actually set ship to "uk only" as well?
 
The options are as below:

Send your package to the UK Shipping Centre and the rest will be taken care of for you.

Create your own international postage option

No international postage

I selected 'No international postage'

I can't see any other option?

EDIT - So I've removed his bid and gone back in to revise the item to look for an additional delivery options. Can't see any aside from what I've previously selected.
