They do, but it's heavily capped. Two 15KB/s per IP is the limit. Apparently there's a way to use an IP block (supplied by them for free) to get 5x30KB/s (150KB/s) with 10 connections in total, but I'm not sure exactly how. You're probably worth sticking with your subscription unless you only read text groups.
 
If you extend your subnet you could use all 8 static IPs, but this would require the use of a Linux machine and USB/PCI modem.

I currently get 14x16kb=224kB/sec, adequate enough, and while this used to work pretty much around the clock, Eclipse's throttling is so severe now it'll only get that speed from 00:00 to 10:00.

But it's still cheaper than going to another ISP and paying for a seperate Giganews subscription.
