Well it certainly looks interesting, but I'll reserve judgement until I see some independent tests.
I'm not sure there's really a market for it either. Phase change is a bit too complex to be seen as a reliable way of cooling a CPU efficiently. Even the most fanatical eco-warriors would probably rather have a simple heatsink and low-speed fan.
I clicked the link, but no pics of the newer system though. It does sound interesting and tbh most ideas found by enthusiasts end up being mass produced by someone with the technology to do so, so it's probable that a company somewhere will look into phase change cooling.
