Eco Mode Super Flower/EVGA PSU

Hi. I read a review on here once that the fan runs at full speed with Eco Mode off (Here is the video of it). The manual actually contradicts this. Can anyone who owns these psu's, please confirm whether the fan runs at full speed or is temperature-controlled when Eco Mode is off. Many thanks.

I am pretty sure that with ECO mode set to off the fan just operates as a normal temperature controlled fan. With ECO mode on the fan stays off until a certain load or temp threshold is reached.

I just got refused rma (not OcUK) saying the fan is supposed to be noisy in non-Eco Mode. It appears to run at full speed and is so noisy I can't bear it. I can't afford to run in Eco Mode due to my set up.

Thanks for the input everyone. I know fan noise is subjective but compared to the fan noise in my first post video, how would you say your fan sounds, same or quieter? It's definitely not dead silent as many people claim.
