Is there a program to flash a GTX 780 from windows?
and what is the best program to edit GTX bios?

I am wanting to get rid is turbo and have a set clock because that card just dose whatever it feels like.
playing games like BF4 i am hitting the power and voltage limit that is set by EVGA

In which case I would definitely check out the SkyNet BIOSs as they will do everything you are looking for. If they don't have one for your specific card I found that with my 780Ti they are interchangeable as long as you use the -4 -5 -6 switches with NVFlash. Your other option is to take a copy of your original BIOS (which you'll be doing anyway) and use the Kepler BIOS Editor to modify a copy of it in line with the changes made in the SkyNet BIOSs which you can use the Editor to check out.

If you're not confident with manually editing the BIOS then I can recommend Svet's VBIOS Tuner it is payware (15 Euro) but is a lot more intuitive and is well supported on the forums.

Thank you very much that post did help a lot. i found a skyn3t bios and the nvflash, my card now runs a constant 1110Mhz @ 62c(max) and hit no limits.
