Editing Application Icon

As title, I want to change the icon of an application (Lets take Google Chrome for instance) is it possible?

I know you can just change the icon for the shortcut, but i want to change the icon for the whole application.

Edit: Have found something for 32bit apps, But not for 64 bit.

Surely that wouldn't be particularly legal ? Unless the icon for the app is separate from the .exe file. in which case you could just open the .ico in any icon editor software and change it.
