editing backgrounds

I have a picture I need to alter (as a joke for a stag do

) what I want to do is scan it onto my pc and change the foreground but keep the background the same is it possible to get software (free) in order to do this. So basically take out the foreground and fill with whats in the background (copy and paste) print this off then add something to the foreground and then print this onto what i have done previously dont know if that makes any sense at all

yes but perhaps if it's not private you could post it here and someone will quickly take forground out and do whatever is wanted as it sounds like a relatively simple job

is there any free software it is sorta private really wouldnt want it to get in the wrong hands

GIMP or Paint.NET.
