Editing VOB files?

Guys,

Got a client who wants one of their company DVDs edited and then stuck on their website. They don't have any of the original files - just a DVD with .VOB files on it. How can I edit these? I thought I found a little app, but it doesn't run in Windows 7 The edits aren't anything major - mainly chopping and rearranging stuff.
