Effects of a shaky 3.3V rail? Or high temps?

My Asus mobo temp/voltage monitoring software is reading a low voltage on the 3.3V rail (between 2.97 and about 3.1, but occasionally dropping below 2.97 and setting off the alarm), and my Asus GFX monitoring software is reading 2.81V on the 3.3V (Vcc) at idle (i.e. now). Just now it's dropped below 2.8, setting off the alarm.

My GFX card is an old Asus FX5600 and the GPU is currently idling at 72C, which seems kinda high.

I'm wondering whether this is the cause of my current problems with Ground Control 2 - I'll be playing for a while, and then I'll get a screen full of artifacts and the game stops dead. Last time it happened, when I managed to minimize to Windows my desktop background had gone black. Sometimes it won't even load the beginning of the level properly - as soon as the mission sequence begins, I get a screen full of artifacts and the game freezes, and occasionally the computer reboots.

It's a little strange, as I was able to play for hours yesterday without a problem. I did change my drivers today, to the latest Forceware from NVidia - but then when the problems began (when I loaded up GC2) I assumed it was the drivers and after trying another set went back to the ones which were working yesterday. I even thought it might be the game, and reinstalled it - then this evening I left the computer off for a while, and hey presto when I restarted, the level I was trying to load all afternoon worked fine... for a little while. Which then made me wonder whether the GFX card is overheating.

well either the PSU or the mobo is messed up due to the incorrect voltages.
depending on where you have read the voltages from, it is 10-15% below design (using lowest voltages you've seen), which is well out of atx specs.

undervolting means gpu performance is reduced and at idle you'd see lower temps, but the high idle temps you're seeing contradicts this. something weird's up.

id try another PSU if you can, before deciding to switch the PSU

check the GFX card fan/cooler for its heat issues and clean out any dust.
