EIST/C1E and Win7 not downclocking?

Hey there - just got an EVGA z77 FTW and am in the process of overclocking it at the moment - I've enabled EIST/C1E and all the C-STATES in the BIOS and made sure my config in Windows is running the "Balanced" power profile (not high performance), yet the CPU still won't downclock and I'm still getting a [email protected] overclock consistently. Just wondering what I'm missing? Is it the OS rewriting the MSR's on boot and forcing it to stay at its' current setting, or is there something else in the BIOS I need to look at?
 
fixed cou voltage = it wont clock down at idle,it has to be on auto which isn't advised when overclocking or offset

offset is the best way imo,but only use tiny amounts paired with the right level of llc(loadline calibration)

make sure intel speedstep is enabled also
