After not deciding on any AIO to cool a 9900k at 5.1 stable and also not knowing anything about water cooling is the above kit a good starting point ?

OcUK will be building my system due to my lack of knowledge and confidence in the water cooling side of things even though I have built air cooled systems for many years !

I would say that if it's being set up by someone else, the parts don't matter much. However you will need to do any maintenance and drain/fill periodically. So I'd suggest making sure there are provisions for that in place whoever assembles it. You'll want a tap point near the bottom of the loop, ideally with a ball valve. And a convenient fill point, top of a reservoir is usually fine.

The EK kit is a good starting point cooling wise, especially if it's for CPU only. :)
