For CPU blocks it will usually be released at the same time as the new socket launch. But keep in mind that the current CPU blocks could still be compatible with Skylake so it would only be an update on the socket compatibility list 
For the GPU blocks it depends. For the reference designs of either Nvidia and AMD they are also usually available at the product launch date or within days of it. But for the non-reference design that's another story since it will be based on how the manufacturers handles there things. Some manufacturers are quick on the communications and some don't.
