I'm having a new kitchen fitted next month but the fitter is not going to connect the double oven, he says I have to get a qualified electrician in to do it and obtain a certificate of minor works. Is this true? I thought I'd be able to do it myself as the wiring is already there from the oven & hob I'm taking out.

I did mine myself, just make sure you get the correctly rated cable! If you feel competent enough to do it..do it.

I believe if you are connecting the cooker to an existing cooker connection unit then you should be able to do it yourself. If you need a new connection unit wired in for the new cooker then it will need to be signed off by a Part-P qualified electrician.

Edit:
Sorry just re-read your post, if its connecting to an existing outlet you should be alright. This site has a table which clears it up http://www.worthing.gov.uk/Planning/BuildingControl/TechnicalGuidanceNotes/32PartP-ElectricalSafety/
