Electro aero-dynamics?

please bear with me on this, now this is massively over my head, i just manage to get my head around the basics of normal aerodynamics.
Well i was browsing through youtube earlier, and stumbled upon some random video about electro aerodynamics, but there was little information on the video apart from it looked pretty cool, did a little searching but still found myself completely mind boggled with coronal discharge, solid state fans etc, just way over my head but it got me thinking is there any potential in this technology for future use in sports like F1 or such? are power requirements too high, dangerous? is the effect even powerful enough to make enough difference to make it useful?
just a passing curiosity really, anyone else with any knowledge on the subject?:confused:

I guess the principle is that by using any type of fan you can move air around on a surface and thus alter its aerodynamic profile somewhat.

The solid state fans seem to use coronal wind to produce airflow but i'm pretty sure the effect would be minimal, and would rely on a huge charge being present across the surface of the car which could cause some serious safety concerns...

cant find the video again, but heres another its not a great video but it shows the parts that caught my attention.
Watch from 40sec - 1.18 the part caught my attention especially from 1.12.
