enabling XML-RPC service

Downloaded the Wordpress app but i need to enable XML-RPC services but I have no idea how, i have found the code in options-writing.php except this makes no sense to me.

Anyone can tell me what i need to change?

i had this problem yesterday, just logged in your wordpress dashboard and go to settings, writing, then enable XML-RPC

Yep as said above, no need to edit any code just switch it on in the settings
