Energy saving downloader

Hi

I'm looking for a cheap PC to just sit there downloading from NG's and unraring stuff. It will be on 24/7 and was wondering what the most energy saving PC from the value range would be to suit my needs?

Personally i'd go with a cheap laptop, would be relatively cool, quiet and won't take up any room
