Engine over-revving most of the time

What is the problem here ?

When I start my car from cold I expect the engine to run a little higher, auto choke I presume and cold. However even after a while of driving my revs are high, leave it in 1st/2nd gear and it drives itself pretty much until I push the accelerator. Braking is annoying too when it does over rev. I brake and can hear the engine revving. Take it out of gear and it's over revving.

It's a Ibiza mk2 2.0 gti 16v. What general direction of the car should I be looking at to repair?
 
Could be something to do with the throttle body, the idle control valve (assuming it has one) the ECU ...or even perhaps the clutch, although since you say it does it in neutral I would tend to rule out the clutch.

Someone much more knowledgeable than me will be along shortly I am sure.

Faulty throttle position sensor maybe. I think VAG-COM is what people use on VAG's to find out if sensors are failing?
 
It is 13yrs old so I am sure it needs a whole new set of piping. I bought some 3mm ID tubing off Ebay for some parts of the engine bay but sure I need other larger pipes.
 
My Golf keeps doing this as well. When the engine's cold I have to almost brake and accelerate at the same time to stop it from stalling, but when it's warmed up, it'll idle at around 1800-2000 revs, the drop to 1200, then rev itself back to 1800 or so. When in traffic I just let it drive itself :o
