EPIC PROBLEM. PLEASE HELP?!?!?!

Hey guys I'm helping my friend build his PC, we've managed to put all the components in as well as wire everything up etc. But there's one major problem, when he turns it on, it sounds as though it keeps restarting. There is no OS on the HDD yet as it's brand new and we can't even boot.
The power stays on but nothing happens on screen.
The motherboard is an ASUS Crosshair 3 and when we boot it with the little LCD poster it reads "DET DRAM > OK > CPU CHECK > exit > locked" and then just keeps repeating.
The processor is an AMD 6 core, so it's fairly new and everything was bought brand new.

Anyone got any suggestions or ideas? we have tried a cold boot, we have taken out the CPU and reinstalled with new thermal paste. Everything we could think of.

Please help :D

Recent update: I've tried both sticks of ram in all different combos available. None of them worked.
We're now trying them seperately in each slot to check.

Finally, the ASUS mobo doesn't actually have an onboard VGA slot or anything so are we going to be able to see it on screen if we plug directly into the gfx card (5770) without installing drivers? I really hope so :3 but someone in college told me that the gfx card is inaccessible without installing drivers, just wanted someone else's answer ;D
 
the card will work fine, just be low quality until drivers are on.

Edit: Anyone have any other suggestions? WE've tried different Ram slots, resat the CPU and reapplied new thermal paste. Checked all connections and wires. All components are in correctly, cleared the CMOS and booted with the memok feature on the motherboard.

aaaaaanything else?
