If that information is correct, you gotta think they probaly got everything set to the absolute max, with unoptimised engine drivers, nvidia drivers and sli drivers etc...
With that in mind, i believe developers could get close to graphics like that on todays hardware at 30-60fps (i.e i7 and single high end gpu) on the pc if the effort was put in. (like some titles on the ps3 i.e heavy rain or uncharted for how old the hardware is)
But as was stated above the process is limited to the progress of consoles. It will be better next time round when consoles play native 1080p games instead of upscaled games from 640p or 720p like they do now.

But this is just my opinion
 
Hey, pc games would look like s*** as well if your pc only cost £200 (which is what the xbox360 costs). Give those hard working (lazy) developers and their honest (greedy) publishers a break.

yes, but most people would also have another PC on top of their console bringing the price to maybe £800-900. That's enough for decent gaming. Also, PC games are generally cheaper
 
It's a bit of both imho.

Development costs would be too high I imagine for a pc-only release that taxes current cards to their limit.

That's why most titles are released on consoles as well to help recoup costs, pay wages, etc...

And considering both consoles have dx9 level gpu's, and on average have much higher sales figures, it makes sense that most titles are developed around them.

I've been considering this idea for a while, to design a very general type console architecture which is modular and extensible. Where each year users will be able to stay on top by plugging in more boards that provide more processing power. But designed in such a way that the additional processing scales more readily and easily for graphics apps than a standard PC
