Erm, I need help... low FPS for no apparent reason

16 FPS, cpu not maxed, neither is gfx.
This is a 2500K at 4G and 290X
Any ideas?

Try to run it full screen not windowed (no idea if Elite Dangerous supports this but it'd be weird if it didn't). Check RAM usage, disk access, network usage. Close some programs too, do you really need to Skype and have a million chrome processes going at the same time? :p Also try killing off avira as a test to see if it's interfering (don't run without AV for long, just to test!)

When you say CPU isn't maxed have you tried looking at a per-core chart?

Seems to be a common issue. (this is only one of the many references I found for the problem). I don't play elite dangerous so just guessing 'supercruise' is what your screenshot is showing.
 
I did try full screen, went to windowed to get the screenshot. it was like this without skype or chrome open. 16GB, 50% used at the moment due to chrome being open.

The cpu usage is broken on my win 10 upgrade, they show 100% on all cores all the time, clearly this is rubbish as 32 degrees at 100% usage on air would be a miracle. the processes list also has broken cpu usage, it's also sat at 100%. with just gpu-z running it shows it using 80%, but in the details tab it's 0. It seems to be saying "of the 0.1% CPU usage, this app is using 80% of it"
But I digress...

Disabling Avira doesn't appear to make a difference.
