error on dll file

got a problem that i dont know if we can sort!!!!
my brothers pc has come up with an error saying something in the lines of
" error occured wininet.dll " " intelhctagent.exe cannot load"
being a few hundred miles away and not knowing sweet fa about pc's cant tell me excatly what its doing!!!
is this an important process trying to run?
how can we fix this missing DLL
pc is running vista
thats all he said and trying to explain to him how to find the info is like trying to explain nuclear physics

Have a google and you should be able to find a download of that particular DLL, and just replace the knackered one with the new one!
