XGL (and Compiz) are the two important keywords you need to be looking at, while Suse and Ubuntu are simply different distributions of Linux . You can run XGL on other distributions like Fedora too.
XGL is the power behind the flashy effects you see - it allows the window manager (Compiz) to take advantage of the power of the graphics card in a similar way to how, I believe, Vista takes advantage of the graphics card for nice interface effects.
Compiz allows you to load various plugins for the interface - such as the wobbling windows, transparency and workspace switching.
First thing is to install your preferred Linux distribution, and then you can go about installing XGL/Compiz on top of that.
