can anyone suggest the easiest way to resize photos (make them smaller) for uploading to the web? and what software to use?

Once downloaded and installed, simply right click on an image and select "Resize Pictures"

I'm too lazy to open Photoshop up so I just use Imageshack to resize and upload.

Try photobucket.

Once the image is upload you can edit the origional from yor photobucket account.
