Essentials 2012 warning about >25 users :S

I am getting the warning "Domain user accounts limit exceeded" on an Essentials 2012 R2 box I have just added as a DC to an SBS2003 domain (this will become the main DC after the SBS box is retired, Exchange was replaced with Office365 a month or so back so it's just acting as a file server now).

The are not 25 users, however in the essentials 2012 dashboard>users the are more than 25 accounts including the system service accounts for backup, antivirus, etc. In total the are not 25 accounts marked "active".

Is there something wrong here or does it really count system accounts O.o

Installed Essential 2012 R2 a few months back on only user accounts showed in the dashboard. Are the accounts in separate OUs?

I seem to remember having to move computers around to get them to show in the dashboard.

From memory service accounts are seen as standard user accounts in Essentials. It may be that it is exceeding the limit legitimately, sadly I can't find a Microsoft article for clarification.
