What am I looking to at achieve max detail...
Or 75+fps.

Well in the live beta i get a solid 60fps with everything maxed out (Ultra) 1600p, well happy!

You will be fine!

you wont get that fps with a 1070 you would need a 1080 at that res.

you should be close to 60 fps though.especially in mp big games.
 
I'm running 6700k @ 4.7, 32GB and a Fury Nitro at 1440p. Everything set to ultra resolution scaling at default (100%). 75 - 80 is generally where I average. I've seen it drop to the high 60's in 64 man servers when **** is going down and I've seen it peak to 100+ when inside.

As the 1070 is better than my Fury, I don't doubt you can achieve 75+ fps AND max detail. Performance has massively improved since the beta, although I don't know how much of that is due to drivers.
 
Dunno about in the more visually demanding maps but in the beta with 4820K, 1070 and 1440p with all settings maxed except slightly backing down the AA I was running around at about 80fps or so - the beta seemed to be a tad more sensitive to CPU performance than GPU though and that assumes the graphic settings in the beta at ultra reflect the released game at ultra.
 
Im getting 120-144 on my 1070 at 1440p with everything set to high except lightning/post processing which is set to low, AO=off(i dont like it) and AA=TAA. This is on 64 player servers filled to the max.
