Ethernet connection going "limited" on Windows 10

My Ethernet connection goes limited randomly every time I use my PC. Other devices are able to connect to the internet with no problems while this is happening. Windows 10 was a clean install and is up-to-date with Windows Update.

The card is an Intel 82579V Gigabit, driver version 12.15.30.0. This is a driver with windows 10 support, according to the Intel website.

I've changed some settings in the Intel driver such as not allowing it to turn off when 'not in use' and specified 100Mbps duplex at all times as I thought it might be trying to go gigabit and dropping.

I have tried via power line adapters and an Ethernet cable direct to the router (tried 3 cables actually) and it makes no difference so I have to assume it's a software issue. I've googled it and there are other people with similar problems but no resolution!

Has anyone else had the same problem with Windows 10, even with a different adapter? Please help, it's driving me insane and I really don't want to go back to wireless.
 
Just incase anyone else finds this and needs a possible solution, I think Kaspersky Internet Security 2015 is causing the issue. It randomly does a 'rootkit scan'. I noticed it was happening while my connection went limited so I stopped it, disabled/enabled the network adapter and was back online immediately. Fingers crossed this was the problem!

To disable the scan automatically happening you have to go to settings and then 'performance', there's a couple of checkboxes - 1 for rootkit scan and 1 for idle scanning
 
If it isn't that... then make sure you have the correct driver installed for your network drivers. Windows 10 just loves to install a default version, and not one that works. (In my case that is).
